- The national food security bill divides Indian population into general and priority households
- the division is based on findings of socioeconomic caste census

- Scorecard method
- Every household will be awarded a score on scale of 0 to 7 based on parameters like
- single room kaccha house
- no adult member between 16-59 years
- female headed household
- having disabled member in family
- SC/ST family
- Landless household
- Every household will be awarded a score on scale of 0 to 7 based on parameters like
- A cutoff score is used to separate out priority from general households
- Under NFSB, priority population is capped at 46% of rural population
- These priority households will be the main beneficiaries of national food security act
Flaws
- It will divide people within same community
- For example in tribes, it will divide the landed and landless households though both suffer form similar deprivations
- The criteria used will leave out many deserving households
- For example , many houses have at least one able bodied member
- This division of household is counter reproductive to the inclusive PDS approach in states like TN and AP
- Government plans to phase out antyodaya after launch of NFSA
- Antyodaya has served the poorest of poor well. Its phase out at this stage is not advisable
- Instead gvt should provide special support under NFSA to this section of people
Way ahead
- Give a common minimum entitlements to all eligible households rather than dividing them into general and priority households
